The Water Framework Directive 2000/60/EC (WFD) establishes the key principles for all uses of water resources: full cost recovery for water service provision, an incentive-based pricing structure to convey price signals to users, and the “polluter pays” principle. This position paper monitors the application of the key principle of incentive-based pricing in the agricultural sector through an analysis of the Classification Plans. The elements provided in the paper offer initial insights for reflection on the most effective methods for defining the structure of irrigation fees.
