Mission

REF Laboratory is a think tank dedicated to fostering debate on the future of water and waste management, energy, circular economy, and climate finance, with the aim of promoting better governance and regulation. In an era marked by climate change, increasing environmental pressures, and resource scarcity, the Policy and Regulatory Papers (PRP)– an initiative of the REF think tank– analyse the environmental, regulatory, and economic factors that shape the evolution of public services, including the effects of broader macroeconomic and institutional trends. The growing strategic relevance of resilience, climate change, circular economy, and service quality lies at the core of PRP, with the goal of proposing solutions of interest to stakeholders and promoting dialogue among institutions, utilities, and financial and professional communities to support more effective policies and strategic decisions. Thanks to its experience, independence, and high-quality economic research, REF offers a valuable platform for debate on public services in accordance with principles of economic rationality.
